Country of operation: 

To provide the World Bank (WB) Investment Fund for Nutrient Reduction in the Black Sea /Danube Basin (Investment Fund) with information on nutrient discharges from the Zorka Šabac Mineralna Ðubriva Fertilizer Manufacturing plant: this acted as a case-study for the fertilizer industry in the region.  Overall, the project goal was to contribute to the efforts of the WB’s Investment Fund for Nutrient Reduction in terms of:
providing an overview of actual suspect sources of pollutants and the extent of their impact

  • identifying measures to reduce air- and water born pollution from the Zorka Sabac factory
  • providing sound input for the action-plan to re-establish pre-war production level of the factory
  • identifying cost-effective environmental measures which could be transferred to other fertilizer plants in the Danube region
  • contributing to decision-making if intervention in fertilizer plants is prioritised on Black Sea / Danube Basin.

A specific project aim was to provide the plant management with information on the plant’s current environmental performance, and of possible future changes in technology and production patterns.

Description of actual services provided by the staff within the assignment:

  • Environmental audit preparation (data / regulatory review, preparatory site meeting and walk-over, meeting with privatization agency)
  • On-site auditing (detailed site inspections and staff interviews, review of audit evidence and closing meeting)
  • Post-audit evaluation (inventory of environmental emissions / impact analysis, proposal for improvement programme)
  • Recommendations for environmental measures including implementation plan and cost estimates
